  • The concerned citizen tells the representative McElraft in letter form about her concern. The representative is inspired to draft a bill which goes to the bill drafting division
  • "Dear representative, I am concerned about bullying in schools now a days, People have tried to stop it but it seems to be getting worse. You should do something about it "
  • McElraft introduces the Bill to the NC house of Representatives and it passes it's first reading 
  • Bill is assigned to the committee of transportation where people discuss their opinions on the subject. They research effects and decide if amendments need to be made
  • I disagree, bullying is at an all time low

  • after it's debated, researched, and passes, committee, it goes to the chamber of the general assembly. If it started in the house it can go to the full house for debate. It then goes to committee. If it passes then It goes to full senate

  • If any amendments were made, the bill goes back to the original house so the amendments can be approved by them. If changes are made to the amendments, a conference committee is created to look over it and make it look good for the governor
