The Republic Of Hawaii
President Cleveland doesn't want Hawaii to be a part of the U.S. and objected the use of U.S. trooped to overthrow queen Liliuokalani and withdrew the treaty from the U.S.
On June 1894 a new constitution was created for Hawaii that said the republics main goal was to be annexed by the U.S. The provisional government proclaimed it without any ratification vote by the people.In January 1895, about 300 supporters of Queen took up arms and tried to restore her to power. But the government quickly defeated and captured the royalist rebels.
