Every human is born with moral laws. In the State of Nature people only had to follow Laws of Nature. Without set rules people were paranoid of their neighbors.

The state of nature was living with war. Man was selfish with only three motives: competition, diffidence, and glory.
With man against man there was no peace.
Hobbes suggests appointing an all powerful Sovereign, elected by the people, to rule over all to ensure peace and protection.
