After Napolean, the Congress of Vienna started to create goals for the nations. This consisted of representative from Britain, Russia, Prussia, Austria, and France. The most influencial person there was Klemens von Metternich, who was the minister of Austria.
One goal that action occurred was balance of power. Meaning no one nation is more powerful then the rest. Legitimacy was also put into play, meaning heredity could pass along the titles of positions in a family.
One effect of the Congress of Vienna was the Concert of Europe. This stated that incase of any revolution, all the nations would help one another. These goals would help make the nations a better place, and more successful then with past leaders.
