  • Today we are going to learn about Bills, and not the one I am on!
  • The first step to a Bill becoming a Law is Drafting.
  • Members of Congress, the Executive branch, and /or Interest Groups may write or "draw up" Bills
  • The Speaker of the House then sends the Bill to a committee based on what the Bill affects
  • The second step depends on the representatives. Only they can introduce Bills into the House!
  • The Fourth step allows the committee to table, amend, or vote on the bill
  • Unfortunately most Bills die here. If the Bills passes, it goes to the Rules Committe.
  • The Fifth step has the Rules Committee decide the rules for the debate and when the Bill will come up for a debate
  • A Senator then introduces the Bill and it is sent to a committee. It goes through the same process again, and if the majority vote in favor, it is sent to the whole Senate.
  • The House then debates the Bill and may add amendments, if a majority votes in favor of the Bill, then it will go to the senate.
