It's lunchtime, you can either go home or put your lunches on your desk. Walter, I have a quarter for you so you can go buy lunch.
It's lunchtime! Walter, if you don't have lunch I can give you a quarter?
Walter is poor, he cannot afford lunch, and he cannot afford to pay you back.
I don't appreciate you saying that aloud. You're getting on my last nerve!
Since Miss Caroline is not familiar with the ways of Maycomb, she offers Walter a quarter expecting him to be able to pay her back.
Scout takes a stand and explains to Miss Caroline that Walter is poor, and will not be able to pay her back with another quarter.
Miss Caroline feels that Scout is saying this in a mean and offensive way and gets angry with her.
