  • Since some states have smaller populations, we should have equal representation so the larger states do not have all the power.

  • Representation should be proportional, the largest state deserves more representatives in congress than the smallest state.

  • What if we have two houses? The Senate will have equal representation and the House of Representatives will have proportional representation.

  • Slaves should not be counted when deciding on the number of representatives each state gets, if they were, the south would have all the power.
  • This sounds absurd!

  • We have so many slaves in the south, we must count them when deciding on representation in congress.

  • Let's just count a portion of the slaves
  • As long as it's a large portion...
