(Virgina Delegate) I believe states should be represented in Congress by population; therefore America can be supported by the larger states. We will need a 2 house legislature.
PHILADELPHIA, PENNSYLVANIA - THE CONTINENTAL CONGRESS
(New Jersey Delegate) No, we need a legislature with only one house. States should be represented equally so every state has a fair chance to share their opinion. We can be supported by smaller states, too!
THE GREAT COMPROMISE
(Roger Sherman) No need to argue! We shall combine the two! We will have a two house legislature. One, the Senate, will have equal representation. The other, The HR, will have proportional representation.
(Northern State Delegate) Slaves should not be counted in representation. I am a large state with few slaves and if slaves are counted I will be overrun by the Southern States!
THE THREE FIFTHS COMPROMISE
(Southern State Delegate) That's silly! The slaves of this country should be counted as population so Southern states like myself can have more votes.
(The Solution) We will take the total population of slaves in the states and take only three-fifths of it.
