I say that we shall have a legislature with proportional representation in congress. Us large states shall have more representation in congress than small states because we have a greater population! I call this the Virginia Plan!

I've got it! A compromise! We shall have a bicameral legislature. It will have a two house legislature with equal representation in the Senate and proportional representation in the House of Representatives!

I've got it! A compromise! We shall have 3/5 of slaves counted as the population. Likewise we shall have 3/5 of the slave population counted for taxation. This way, both sides of the argument get a portion of what they wanted.
