  • We big states, need to have our representation in congress to be proportional to population. It would be fair because we have more people and we want every vote we can get.
  • We little states, need to have equal representation in congress. It would be only be fair if we all had the same amount of votes. If it was proportional we wouldn't have the same amount of votes and that's not fair.
  • Ok so we need to agree on this. How about we have a two House Legislature.
  • Yes, they will be called the Senate and the House of Representatives. The Senate will be represented equally while the House will be proportional to population.
  • Us anti-federalists believe that the Constitution should not be ratified. It will make the government too powerful and the president will be too much like a king. Also, there is no protection of individual rights.
  • Well, us federalists think that the Constitution should be ratified. The Articles are too weak and there needs to be a stronger central government that is able to enforce laws.
  • We will agree to ratify the Constitution if a Bill of Rights is added to protect our individual rights.
  • Ok, so it is agreed. A Bill of Rights will to be added to the Constitution to protect everybody's individual rights.
