The congressional representation isn't fair. We can't help the fact that us small states just naturally have less people. We deserve as much a say as you big states deserve. We should all have the same amount of opinion in our country's decisions.
Well, big states have many people and all of those people have their own opinions that they should be able to share. Since you guys don't have as many people, you shouldn't get as many votes. I think larger states should get more votes.
Well, what should we do?
Okay, and the House will be for proportional representation, and the Senate is for equal representation.
I have an idea! How about we divide the legislature into two powers? A house and a senate. A bicameral legislature!
We are a southern slave state, and we believe that our slaves (who aren't men) should be counted for representation because we will get more of a say. But we won't count them for tax purpose. And of course we need to continue the slave trade!
We are a free state, and we believe that all humans are equal, even the slaves. It doesn't make sense how you call your slaves property, yet you want them to be included for representation. We think the slave trade needs to come to an end immediately.
After lots of talking, us states have decided that slaves will count as 3/5 of a white man when it comes to representation.
And we decided that in 20 years, which will be 1808, the slave trade will come to an end.
