  • Southern states want to count slaves to get more power, but they don't want slaves counted for taxes. However, Northern states fear being overpowered by the Southern states' bigger populations, so they don't want to count slaves, but they do want taxes from them.
  • Constitutional Convention in Philadelphia
  • We need the taxes but not the slave count! We cannot be overpowered!
  • North
  • South
  • We MUST count slaves! The population is needed so we can have more power...
  • How about a compromise... we could only count 3/5 of the slaves.
  • Yes, we can count 3/5 for both taxes and population, which pleases both my people in the North and yours in the South. We can call it the 3/5 compromise. We should ratify it immediately!

  • Small states
  • If we have a bigger population, we should get more power. This is the way that will work for America. If you are a small state, you couldn't get much power anyway...
  • Enough with equal power! It isn't realistic. Having proportional representation in Congress is what is best for our nation. Also, having bicameral power, or having a two house legislature, will work better.
  • Large states
  • Big states are always taking away more power. Equal representation is what is fair, and this country needs fair after being enslaved by England. America needs to start out with equal opportunities for all.
  • We desire equal representation in Congress so we too can have a say in the government. If it is proportional, we will have next to no power. Additionally, we want only a one house legislature.
  • How about a great compromise... The House of Representatives gets a certain number of delegates based on the population of the state, making it proportional. The Senate will have two people from each state, making it equal power, which favors both parties. The Senate gets more power, but the legislature is bicameral, just like the larger states wanted!
