  • Now we (the small states) don't have any say in government because we don't have as big of a population as you do!

  • Good point. Is there another plan that may solve the problem?
  • Also, there are three branches. The Legislative Branch, where they make laws. The Executive Branch, they enforce laws. The Judiciary Branch, where they interpret laws.
  • We propose the Virginia plan, where there are two houses proportional to the states population.
