  • Edmund Randolph. We are here to tell you about our plan, the Virgina Plan for the legislative branch, Congress!
  • Edmund please don't interrupt me again. Now, I would like to start by saying that Congress should have two houses. An upper and a lower house. In these houses there will be...
  • a fixed number of seats. Each state will be given seats depending on their population. More people means more seats!
  • No! We should all have the same number of votes!
  • I'll be back! I need a break!
  • But we have more people, so we should have more votes. If we have 100 people and you have one, why should we be represented equally?
  • That's not fair! I, William Paterson, of New Jersey, object! This plan is unfair for us small states because our population is nothing compared to yours. We will have little representation!
  • Instead of the Virginia Plan, we should use the New Jersey Plan which calls for a one house legislature with only one vote or seat for each state. This is actually fair!
  • But, no! This isn't fair, they have a small population while we have a larger one, yet we get the same number of votes!
  • Guys, clam down! There's no need to quarrel for I, Roger Sherman propose the Connecticut Plan! We can have two houses of legislature. The upper house can be the legislature and it shall follow the New Jersey plan with two representatives from every state. The lower house will be the House of Representatives, the Virginia Plan, where there will be 435 seats and representation based on population. Does that sound good?
