  • Delegates! The Committee of Compromise finally formed new plan. The plan is called Great Compromise. In order to split power equally, the Congress will be split into 2 houses, Senate, and House of Representatives. The member of House of Reporesentatives will be determined by population of each states. In Senate, each state gets two seats. Citizens of each states have power to elect representatives and those will elect senators.

  • Each state gets a member in the House of Representatives per 40,000 people in state.

  • No, Slaves don't have right to vote so they shouldn't be counted. Also if slaves are counted, then we should also count them for taxation.

  • Slaves are going to be counted as 3/5 of a person for both voting and taxing purposes.

  • The Senate and House of Representatives form Legislative Branch and its job is to make laws for United States of America.

  • We formed a system called checks and balances in order to prevent any of those 3 branchs becoming over powered. Under the system, each branch has an ability to counter other branches. For executive branch, President has power to appoint judges, propose a legislation, put down rebellions, and reject acts of Congress. Also the president is the commander-in-cheif of armed forces. For legislative branch, it has power to judge presidents' appointments, and override a veto with two-thirds vote in both houses. Moreover, congress may impeach president or officials. For judicial branch,it has power to hear all cases arising under federal law and the Constitution. Also federal judges serve for life and independence is guranteed from two other branches.
