This shows how a bunch of small lines or sentences spoke by person can turn you into the ultimate scapegoat for the masses. If you act like a weird person or say things that aren't necessarily nice, people will get angry.
These two people were both acting very suspicious throughout the entire show. They both had their own petty squabbles making them seem like the perfect pair to be the aliens because people were getting scared and making accusations of each other.
In the face of having to find a quick scapegoat, people make the stupidest decisions and make crazy ideas when they have nothing else to say and the slightest bit of evidence. People then believed what Charlie said because they were all stupid and afraid.
