hamiltion had another plan to raise money. an Excise tax-a certain tax on goods produced, sold, and consumed within the country- would be levied on "spirituous liquors"
the excise tax law became in 1791 and immediately angered the farmers of the western pennsylvania.
By summer of 1794 president Washington had reached the limits of his patience. Alarmed by this denfience of federal authority, he sought advice from hamiltion. In novemeber 13,000 troops marched into northwestern pennyslvina. the farmers stayed home and only 20 prisoners
