The Salem community was set on an autocracy with one absolute ruler. So, most people couldn't do anything or say anything against the rules that was placed. Also, the community explained all of the bad things they did, like killing "witches" with cruel punishments, by saying that they want to keep their community pure.
The Salem Community was afraid of the forest and what stood in it. They were scared of the Indian tribes living in them. Also, they were scared of the devil living inside it. The thing that built this fear even more inside them was that there were many people who lost their relatives inside the forest.
Miller gave us this information to help us better visualize and understand what is happening with background information. In addition, the more important reason is that he wanted the people to connect the two events the Salem and the Red Scare and understand that history is repeating itself. He wants the people to learn from the past and not just repeat the same mistakes again.
