"Steve! Steve, please. It is just a ham radio set, that's all. I bought him a book myself. It is just a ham radio set. A lot of people have them. I can show it to you. It is right down in the basement."

The woman started blaming other people so know one would start blaming her. She did not want get blamed and start to get involved in the chaos. She had to start telling the residents that these people were doing it.
Steve's wife was trying to make everyone stop blaming her husband.In order to do that she started defending him and telling the residents the truth about that ham radio set. She had told them that she had got it herself and that everyone has them and offered to show them.
Charlie had blamed Tommy because everybody started to blame him. They started to blame him because his lights had turned on in his house. So he had to blame somebody and it was Tommy he put all the attention on.
