  • The joint resolution, when the Senate and the House approve a bill, angers Jerry so he takes the bill to the president for him to look at it.
  • The President agrees with Jerry and doesn't want the bill to become a law so he vetoes, doesn't sign, it. If he didn't agree with Jerry and signed the bill, it would become a law.

  • Once the bill gets back to congress, Tom makes sure to change everyone's vote so it is passed because he thinks it is a pork-barrel project, bill that gives money for local improvements.
