In ancient Mesopotamia each Sumerian city formed it's own city-state was ruled by a priest and a king. They had their own rules and farm land. They were independent from one another and warfare often happened. Their right to rule came from the gods.
City- states got too big and it was difficult to manage the resources needed to help the people. Having one ruler and many city-states was no longer effective. Kings had too much power and this power continued through the generations as the power would be handed down to their son.

With a civilized government all the people in the city-states could be under one government and work together. One example is that they could help provide a steady supply of food by coordinating people to farm.
Kings were better then Mr. Grouchsalot...
It would provide common laws that everybody knew to follow. It would result in a more peaceful society. If issues arose the matter would be heard by the court. United military forces also worked together to protect the people.
Taxes were collected to improve their society. There were also civil servants who helped the needy. All in all centralized government was necessary to make Mesopotamia a better place.
The Mesopotamians were credited for inventing centralized states and government bureaucracy. Today we follow many of these principles such as the fact that we have mayors who rule our cities, governors that rule our states and a president that rules our country.
