The term "I'll tan you" refers to a beating with a belt. The reason Pap says the word "tan," is because belts are typically made of leather, and you tan a hide.
This can be considered the equivalent to when people in modern times say "I'll be darned."
Kissing the bible is how people essentially made promises back in this time period.
