The Privileged Estates
The first and second estates had access to high offices and were exempted from paying taxes.
The first estate was formed by the catholic clergy, who received vast amounts of money from rents and fees.
The second estate was made up of rich nobles and only accounted for 2% of the population but owned about 20% of the land.
The Third Estate
Almost 97% of the population was made up by the third estate. The third estate was not represented by government, even though they had to pay most of the taxes.
