The French were grabbing the American sailors and looted the ships to prevent them from trading with France since France and Britain were at war.
To avoid war and restore peace, President John Adams sent three people to meet with the French minister of foreign affairs.
When they arrived three French agents pulled them aside, known as XYZ, and said that the French minister would talk IF the Americans agreed to pay a loan to the French of $10 million dollars and a bribe of $250,000. The Americans refused and Pinckney said, "no, no, not a sixpence."
