This quote shows that all the aliens need to do is turn off a couple of lights and the citizens would try to find a scapegoat and just eat each other up.
This quote represents that the aliens already know they don't need to do much because they know humans are their own worst enemy.
Steve Brand's statement represents that if they all act scared and be judgemental, and try to find a scapegoat they wouldn't accomplish anything, but they would end up killing eachother.
