Wu had to be a harsh ruler, however, she made many improvements to the Chinese empire. She lowered taxes, increased food provisions, and funded public projects.
Wu supported Buddhism, which made her different from the other Chinese rulers. She used religion to enforce her authority better. She even took the title of "Sage Mother" in order to get Taoists to support her rule.
When she was 65, she announced her rule. However, her judgment was greatly weakened and the government became more and more corrupted.
