At the beginning of Peters time as king he was not an absolute ruler. He shared the throne with his half-brother, but in 1696 when his brother died Peter became the sole ruler of Russia and was finally an absolute ruler.
In 1697 Peter traveled on a journey to the west. During that journey he managed to make Russia strong and keep his position as an absolute leader.
To promote education and growth Peter wanted a seaport that made it easier to travel to the West. In order to make this seaport he had to wage a war on Sweden and move an entire capital. This shows that Peter was an absolute ruler because he had complete power over all the people and what they did.
