The French Revolution
Hamilton and Jefferson are discussing the plan to not have any debt. Hamilton's plan was to create a national bank, pay off debt, and place tariffs on imported goods. Jefferson wasn't happy about this because in order to pay off the debt they would take money from the south.
Hamilton needed to find a stable source of revenue, so he turned his focus to the American produced Whiskey. He went to Washington and told him that he wanted to place a tax on Whiskey. The People did not like that their Whiskey was getting a tax. They stormed a tax inspectors house and destroyed it. It got so bad that the local militia stormed into Western Pennsylvania with 13,000 troops.
The French Revolution started under the same principles as the American Revolution. Such as the government can not restrict the basic freedoms of its people. The French helped in the American Revolution because they had something to gain from it. The Americans didn't want to aid the French because they had nothing to gain from it. So Washington made a proclamation of neutrality and that it barred from American trade ships to aid the French in the war
