The author wants us to realize that the Indian education system is controlled by people wishing to put an end to the culture of the Indian people. Their culture isn't taught, celebrated, or valued in their schools.
The author wants us to realize that even the teachers were racist. They believed that their white students were smarter and better than the Indian ones, and showed this.
The author wants us to realize that after Arnold leaves the reservation, the Indians on the reservation start to discriminate against him and taunt him for being "white on the inside", and a "traitor".
