  • These conditions are horrible!
  • Hello, my name is James Madison and I am a delegate from Virginia. I'm coming prepared for the Convention.
  • I have a plan on how the new gov't should be structured. I think that we should have 2 houses for representatives each based on population.
  • Philadelphia in 1787 is a filthy, dirty place. The heat was appalling and the mosquitoes ran rampant with disease. Despite that, the delegates for the Constitutional Convention have decided to meet there to discuss plans for a new Government.
  • I am Roger Sherman and I have a different plan. I propose that we have only one house of representatives and all states two reps.
  • My idea was better!
  • The delegates are gathering from across the country. At first they only want to revise the Articles of Confederation, but James Madison says that they should come up with a new form of Gov. The others agree.
  • No! I was right and my idea is better.
  • This plan is known as the Virginia Plan and benefits large states because they have more representation. More representation equals more power.
  • Be quiet!
  • SHHHH!
  • The Virginia Plan angers small state delegates and so they decide to make a plan that gives them more power. This New Jersey Plan angers the delegates for Larger states.
  • The two sides argue until they finally find a happy medium. They decide on having three branch es of gov. The Great Compromise states that the legislative branch will have a senate with two reps from each state, and a House of Representatives based on pop.
  • Even though all of this was going on the Convention was kept a secret. The shutters were locked and the doors closed to the populace. George Washington stressed the importance of secrecy. If word of something got out that the people didn't like, then they would go against it.
  • Get the shutters closed.
