  • We, the California people want to be a free state.
  • To keep the South happy, we are instituting the Fugitive Slave Law
  • Fugitive Slave Law ... No Tolerance given to those that help slaves escape to the North. If caught,  those shall be fined and put in jail ...

  • Of course not! We are law-abiding citizens!
  • The Fugitive Slave Law was enacted to appease the South since the ratio from free to slave states was no longer equal. Because of this, the North and South grew more apart as their ideas differed and disagreed with how to deal with slavery. States now would vote by popular sovereignty to be free or slave states.
