The National Bilingual Programme in Colombia: imposition or opportunity?
The aim of having citizens capable of communicating in English.
In 2004, the Colombian Ministry of Education (MEN) created The National Bilingual Programme.
All the students at the end of their school studies would reach a B1 Level of proficiency in English.
As part of this policy, in 2006, the Ministry formulated a document entitled The Basic Standards of Competence in Foreign Languages: English based on The Common European Framework of Reference for Languages (CEFR).
