This scene takes place during the opening credits while Pais mom is giving birth to Pai, there are cut ins with these whales while she is being born. I believe the whales are cutting in to foreshadow that Pai is the rightful leader of the tribe and descendant of the whale rider.
This scene is the top of the sanction where and important events are held. On the top there is a carving of a whale with the rider on top. This is very important and symbolic to the tribe because the whale rider is their founding father and the whales have given them life and rules by calling on the spirits throughout the centuries.
This is a very frantic scene in the film, a high amount of whales have been beached due to Pai calling them. This scene is tremendously important to the film because whales have always been the ancestors of the tribe and if they are killing themselves then it bust be time for a new leader.
This is the final shot of the film and it depicts the loss of a leader, where pai is shown riding a whale and going against all of the tribes religion. Pai in this scene, is wanting t die because of the constant neglect of her grandfather and the believe that something is wrong with her.
