  • The House of Representatives was elected by the people and the Senate was elected by the state legislatures. Both were represented proportionally.
  • The branches in the Virginia Plan would include legislative, executive, and judicial.

  • One house, States would be represented equally, so all states had the same power.
  • The legislature appoints people to serve in the executive branch, and the executive branch selects the justices of the Supreme Court.
  • The national government could choose taxes and import duties, regulate trade, and state laws would be different to laws passed by the national legislature.
  • Outcome
  • People weren't very happy because they felt like their votes didn't even count, they felt there choice wasn't relevant and that the state gets to choose everything. Most of the people didn't think it was fair.
