NO!!!! This is a rubbish complaint. I call a judicial review because this is unconstitutional.
The night before John Adams left office, he appointed some Federalist judges so that the Federalists would have some power in the government because Thomas Jefferson, the new president, was a Democratic-Republican. Surprisingly, Congress agreed to let him do this.
When Thomas Jefferson came into office, he commanded his Secretary of State not to give William Marbury his letter of commission. He instructed him to hold onto it as well as a few others.
Marbury thought it was really unfair that he didn't get his letter. He went to the Supreme Court and said that a writ of Mandamus should be written. The Supreme Court declared this act unconstitutional and established the principle of Judicial Review.
