The Virginia Plan was the plan the larger states wanted because the number of representatives would be based on the population.
The New Jersey Plan was favored by smaller states, it proposed that all states have the same number of representatives.
Roger Sherman saves the day by calling for proportional representation in the House and one representative per state.
