  • The summer in Philadelphia 1787 was one of the most brutal in history, scat littering the streets, lack of running water, filth, bugs and overwhelming heat.
  • 3/5th Compromise
  • The issue between what kind of government America was to be led by was narrowed down to two suggestions, the Virginia plan and the New Jersey plan, one centered on population and the other centered on state.

  • A compromise was eventually made, a government with three houses,one to represent the central government, then the state government, and then the people.
  • Anti-Federalists/Federalists
  • Some states wanted to count slaves as people in order to gain more representatives in congress. Others thought of slaves as property, and they couldn't be counted as men.

  • They decided upon having slaves count as a fraction of a man-- Every slave would be counted as three-fifths of a man in the "Three-Fifths Compromise."
  • The two opposing forces of the constitution were the Federalists, who were in favor of the constitution, and the Anti-Federalists, who were not. The Federalists supported the constitution's values and the Anti-Federalists wanted more power to the states, like the last government.
