The preamble to the constituton tells the goals of the government "form a more perfect Union" - They wanted the states to cooperate with each other. They also wanted to create a strong relationship between the states and the national government.

The Preamble to the constitution tells the goals of the government -" "establish Justice" Americans wanted to be ruled by laws, not by the might of soldiers or the decisions of kings. The same laws would apply to all people.
To insure domestic tranquility: Which means that it was the governments job to keep peace between the country.
Provide for the common defense: which also means that the government was responsible for protecting the nation.
Promote the general Welfare-The gov. could support an economy and a society in which people could prosper.
Secure the Blessings of Liberty-They wanted the gov. to protect the freedoms gained in the American Revolution and preserve them for Americans to enjoy in the future.
