Mr. President in order to protect trade with Latin America we must help them keep their land from European control.

John Adams and James Monroe were worried about the Europeans desire to gain back Latin American land. Europe was joined by Russia and France too.
Monroe proposed a letter to Congress that wouldn't allow any Europeans countries to recapture Latin American territory or to interfere in anyway. In exchange the U.S. promised not to interfere with european affairs.
The doctrine was approved. It was a success and Europe backed off. Latin America remained unharmed.
