  • Washington had many attacks on his policies and personality appeared in the newspapers. These attacks came from Thomas Jefferson, trying to discredit the policies of Washington. Americans considered the political parties harmful after this disaster, and the Founders did not mention the political parties in the Constitutions. Alexander Hamilton and Thomas Jefferson disagreed on economic policy and foreign relations. Washington believed above politics and therefore supporting Hamilton's positions.
  • Election Of 1796
  • In 1790 2 political parties were formed. The Federalists were people who supported the policies of Washington Administration, they stood for a strong federal government.Federalists policies favored banking and shipping interests, they received strong support from the North and wealthy plantation owners in the South. Jefferson and Madison got people who disagreed with Hamilton and called their party the Republicans. Republicans feared a strong federal government and wanted to limit the governments power.
  • John Adams/ XYZ affair/ alien and sedition acts
  • Attack American Ships!
  • Difference between the Federalists and Republicans were that were the basis of the government power. Implied powers was something the federal government had and was in Hamilton's view. He believed that Constitution gave Congress the power to issue money and regulate trade but Jefferson and Madison believed implied powers are those powers that carry out the expressed powers. Washington got with his 2 advisers and worked a compromise which ended both parties and both Hamilton and Jefferson resigned out of their roles
  • Domestic and Foreign affairs
  • Federalists and the Republicans held a meeting called the Caucuses. At this meeting the members of Congress and other leader would chose their parties candidates for office. Federalists nominated Vice President John Adams for President and Charles Pinckney for Vice President. Republicans nominated Jefferson President and Aaron Burr for Vice President and not shortly after the 2 friends of Adams and Jefferson became rivals. In the end Adams received 71 electoral votes making him president. A federalist was president and a republican was a vice president.
  • Adams becoming president he inherited the dispute with France. The french regarded Jay's Treaty as an American attempt to help British in their war against France. To try and punish the U.S the French seizes american ships that carried cargo to Britain. Adams sent a delegation to Paris to resolve the dispute. Charles de Talleyrand refused to meet with Americans and Adams referred the agents of France XYZ and prepared America for war. Anger rose against France in the public and America were wondering if they had people living there who are not U.S citizens.
  • In response to the Alien and Sedition Act, Republicans stood up to what they believed as Federalist tyranny. Virginia and Kentucky resolutions claimed the act violated the constitution. The principle states that the federal government's powers should be limited to those clearly assigned to it by the Constitution. Adams declared war on France and refused to rush to war. The French and Americans agreed to a treaty. Hamilton and the Federalists were allowed to chose their own president and were split. Republicans were greatly improved.
