The tea that will be destroyed is contained on three ships in the harbor. There are crates of pekoe resting on the wharf. Packages and boxes tarry on the dock waiting to be placed on the vessel.
People are attending a meeting to "prevent the landing of the tea , or secure the people from the collection of duty." The moderator was trying to dissolve the meeting. Many people were shouting.
Some of the people of Boston prepare to throw the tea off the boat and into the harbor. They are dressed as Indians. They are equipped with hatchets and their faces are painted.
