  • The state of Virginia wants a legislature that will reflect the population of the states in the representatives that each state will send.
  • The notion is offensive to the state of Georgia, who believes that the representation should be equal among every state so as to not overpower the larger states.
  • ORDER!
  • Connecticut has offered a solution to this quarrel.
  • North Carolina wishes to present an argument.
  • ...And so, we have two Houses to legislate, one equal, and one proportional.
  • What would be the point of creating a Constitution without a separate document to detail rights? The people deserve to know their freedoms.
