Hamilton is talking about how to pay of the debt and make a bank but Jefferson is not liking it because it's making the south pay for it.
The citizens started a rebellion. Hamilton wanted to send a militia to the rebellion but Washington wanted to talk. Talking didn't help so they sent the militia but they weren't there.
Britain and France are in a battle. Hamilton and Jefferson are debating whether or not that the U.S. should join the fight or ignore it. Washington took Hamilton's side and was not interested.
