  • The officials are doing a routine check for unauthorized "over-quota" children within the village. "Over-quota," meaning that the number of children is more than what is allowed. Hukou is the official government registration record of a child, like a birth certificate. 
  • I'm sure this is the place, some of these children are over-quota and without Hukou. 
  • At this point it becomes a panic and every man is for himself. They will scatter.
  • Oh No! The population police! 
  • They've come to take our children.
  • The popultion control officials have seized her newly adopted children, due to the official government suppression of chinese adoption traditions.
  • MY BABIES!
  • Orphanage
  • These "over-quota" children are taken to orphanages where they can grow to the age of 14 with the possibility of international adoption, afterwhich they are no longer eligible. Some are allowed to stay and work there, while others are forced to leave. 
  • From there many children, mostly girls, are adopted internationally. (sometimes illegally) Of those, many children are adopted into American families. 
  • "Nearly all relinquished healthy daughters, in the 1900s, could have found families who wanted them in china, leaving few healthy children available for international adoption."
