This is demonstrating how jocasta who is his mother and wife was the oracle not his adoptive family who got him after laius and jocasta abandoned him. This is showing how fate even those who don't know what's going on can be affected.
He is trying to say that if the person who bestowed the curse on land does not come forward he will take the blame of the killing laius. Little does oedipus know he is the one who will end the curse and who is at fault for the murder.
This is tarsius realizing the fate of oedipus and how he killed his father and doesn't want to tell oedipus but does anyway in very little words.
