Alexander Hamilton wanted a national bank that would print a national currency and take care of war debt. Thomas Jefferson argued that the bank does not fall under "necessary and proper clause" (unconstitutional)
Hamilton's tax in 1791 tax on whisky anger the farmers, revolts broke out in the western PA. Washington called on the army to suppress the rebellion.
The Farewell address warned against forming permanent ties with other countries, political parties, and to much public debt.
