Newton's First Law is if an object is at rest it stays at rest and same thing as if an object that is moving unless it is acted by an outside force.

The second law is that if an object has a greater mass and have a high acceleration, the force would be greater tan a small mass and a small acceleration. The equation is F=MA
whenever an object exerts a force on a second object, the second object exerts an equal and opposite force on the other object. These two forces are called the action and reaction forces.
The basketball is at rest and it is staying at rest because there is no net force that is moving it and John is in motion and he is staying in motion unless he stops himself.
John has a greater mass and has a faster acceleration, which means that John has more force than the little kid who is small and slow.
The action is that the rocket is going up while the reaction is the the fuel which makes rocket go up
