Lets say we have Bob, James, and Frank. And James and bob want to change the constitution to be fit for the public, however Frank, disagrees, it is 2 against 1. So the constitution changes.
A quorum is necessary to ratify changes to the constitution. However a smaller number may adjourn from doing so. So if a bigger number disagrees there is no change to the constitution, if more people agree there is a change.
