Shakespeare chooses that Lady Capulet doesn't really care too much how Juliet might feel about marriage or that she may feel too young. She really just wants her to get married.
Shakespeare chose to show how the Nurse really doesn't care if Juliet marries someone wealthy, but that she wants her to be happy. By helping her with the secret marriage it shows how the Nurse really does care about Juliet.
The Nurse is a foil of Lady Capulet because she is very loving and nice to Juliet, while her mother only thinks about how she wants Juliet to marry Paris. I think Shakespeare chose them to be foils of each other to show that her mother really only cared how Juliet made the family look, but the Nurse cared about how Juliet felt.
