  • First the bill begins as an idea from either a member of the house or a member of the Senate...
  • #1) The Bill Begins...
  • Hmmm... I Wonder....
  • The bill is than proposed and members must find a sponsor; after a sponsor is chosen, the bill will be ready to be Introduced.
  • #2) The Bill is Proposed
  • In the U.S House, the proposal is then given to a H.R. reading clerk who reads the bill for the members of the house, and it is sent to one of the standing committees.
  • #3) The Bill is Introduced

  • The bill is then taken to the committee where it is revised by experts in many different areas. Next it moves to the subcommittees and is examined before it is send back to the committee for approval.
  • Next the bill is debated/discussed by the members of the house. This is where the members recommend changes. After everything has been adjusted the bill is ready to be voted on.

  • Next, the bill is voted on by the members of the house and then sent the house, if successful it is sent to the senate.
